BACKGROUND/PROBLEM STATEMENT
- The contractor’s primary responsibilities will be to analyze and evaluate projects for the Bureau of Human Services Licensing.  
- This position will be responsible for development and management of licensing systems and data bases for the Department.  
- It includes analyzing service trends and data reporting.  
- The Bureau uses multiple data systems that are highly complex due to the multiple components and modules as well as multiple and critical interfaces.  
- This position serves as the functional expert for licensing administration systems: MAPPER and Certification Licensing System (CLS).  
- This position will also be part of the team that will develop, maintain and act as a liaison for the new Electronic Licensing System (ELS) vendor.  
- The Business Analyst 3 will also maintain the ACCESS, EXCEL, and SANSWRITE data bases that BHSL uses to collect and report licensing data. 
- Analysis and reporting will also be performed using the Enterprise Data Warehouse (EDW). 

RESOURCES
- In addition, BHSL will supply all necessary hardware, software, network connection, phone and fax for daily use as need to complete assigned work items.   
- his position will be assigned to BHSL 625 Forster Street, Harrisburg with authorization to work remotely as appropriate.

OBJECTIVES OF ENGAGEMENT
- As a member of the BHSL team, the contractor will complete all assigned tasks related to the support and maintenance of the data systems to complete analytical reports and ad hoc requests from the Bureau staff within required timeframes.  
- The contractor will work collaboratively with the customer (OLTL Staff) and other stakeholders of the systems application development teams (Deloitte, Bureau of Information Services, ELS provider, & others as identified).  
- All project deliverables will satisfy the business requirements and objectives of the tasks and will meet the Office of Long-Term Living’s security policies, procedures, standards and best practices.  
- The contractor will complete all required time reporting activities and provide appropriate task status updates to the team lead on assigned projects.

TASKS TO BE PERFORMED
- Research and analyze data to identify trends, operational gaps, develop plans and proposals to address issues
- Interact with business leads and stakeholders to understand business needs and provide guidance and/or solutions
- Generate and distribute monthly reports
- Coordinate with stakeholders to improve business processes
- Provide technical support to end users
- Maintain existing databases, manage data uploads

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
- The selected vendor shall provide one Contractor who will possess a minimum of 8 years’ of industry (IT) experience in the analysis, design, coding, unit and integration testing and deployment of application code as well as superior communication skills (both verbal and written).  - Additionally, the contractor must demonstrate specific experience in developing reports for end users.  
- The contractor must have strong analytical and problem-solving skills, ability to interact with all levels of personnel.  

Required / Desired Skills
Experience extracting data from systems and loading into Excel or Access - Required 7 Years
Experience in report development in Excel and Access - Required 5 Years
Advanced Excel skills including VBA - Required 5 Years
Experience in modifying Access databases - Required 5 Years
