Complete Description:

- A developer contractor is required to perform operation and maintenance support on legacy .net applications and as needed back up to fulltime resources supporting .net, Power Platform and COTS packages implementations.

- This individual will be expected to work with the current development team to quickly learn VITA’s base system to support and expand it. 

- Position will develop & support web based .Net applications as part of the Enterprise Solutions that enable VITA and Commonwealth Agencies to effectively manage technology investments, programs, and projects.

- The position will ensure development is done in compliance with commonwealth & security; database and application standards. 

- Position will work closely with Data Architects and Applications Architects to ensure application performance and throughput targets are maintained.

- Developer with demonstrated skills in WEB and Database design, analysis, development of specifications, and programming.

- Mid-level knowledge of: VB.Net, ASP, .NET, MVC and other Web development tools; efficient file design, efficient programming algorithms.

- Demonstrated ability to: design, develop, and implement efficient WEB applications;

- Develop program specifications through analysis; interact with a wide range of persons, i.e., technical staff, vendors, administrators, and end users; communicate both orally and in writing. 

- Communicate with people at their professional level/area of expertise, e.g., giving “bottom line” analysis to management

- Take initiative in arranging and conducting meetings with users; give accurate estimates to client on project completion. 

- Specific knowledge of: web development and design ( ASP, NET, HTML, XML), system development and design (SQL Server, ODBC, VB, ACCESS, Conceptual/Physical Data Models, VisualStudio,.NET.)

- Required experience with Net 2.0 , 3.5, 4.0, 4.5, MVC as well as Oracle and SQL databases.

- College degree in Computer Science, Information Systems, related field or equivalent training preferred. 

- Experience as a Developer with demonstrated skills in WEB and Database design, analysis, development of specifications, and programming.

- Currently, Enterprise Solutions is not fully staffed to perform operations and maintenance for its in place applications in addition to developing new, enterprise facing applications. 

- A developer analyst is required to provide technical analysis, user documentation, and coordinate changes for  legacy .net applications as well as for new enterprise solutions.

- The impact if this position is not filled are that there is a risk that deliverables for projects would not be met in a timely manner; any issues in the current system would have to wait, any new development would have to wait.
