Complete Description:
- Iowa's Department of Natural Resources has an immediate need for a self-starting Sr level full-stack .NET enterprise architect/developer.  
- The DNR's mission is to conserve and enhance our natural resources in cooperation with individuals and organizations to improve the quality of life in Iowa and ensure a legacy for future generations.  
- The ET2 must work with minimal supervision to drive much-needed updates and enhancements to DNR's complex TANKS system which tracks underground storage tanks and leaking underground storage tanks.  
- The position has hybrid flexibility with some time on site; only candidates who work in the Des Moines surrounding areas and are willing to be onsite on day one should get submitted to this position.   
- The technical environment is a .Net webforms 4.7.1 in C# environment with Entity Framework and MS SQL backend; SSRS for reports.   
- Only candidates with extensive experience with .Net web forms, C#, and SQL should get sent to this opportunity.   
- The JavaScript frameworks used in this project include Bootstrap, jQuery.  
- This person should have a solid design sense for laying out controls for usability.  
- Candidates must have a strong aptitude for troubleshooting performance issues in SQL. 
- In addition, the contractor must be a self-starter who can complete more complex work quickly and accurately without relying on other team members to do so.    
- The ET2 collaborates with tech leads on DNR's agile development teams. 
- The ideal candidate enjoys solving complex problems, is happy dealing with older web form applications, communicates clearly and concisely, respectfully asking probing questions of product owners/SMEs, enjoys working with significant/large datasets/considers outliers/thoroughly tests their work. 
- The daily breakdown of this role is 60% development, 20% testing code, and 20% project meetings
 
Must-Have:   
- Extensive and recent web forms experience 
- Extensive work with large complex datasets
- A comprehensive history of working well with PO/SMEs

Overview:
- The Enterprise Architect (ET) works across Application Development, Service Delivery, and Infrastructure to identify, research, discuss, design, and implement key architecture standards. 
- Other responsibilities include research, design, document, build, and pilot prioritized topics for standards.  
- He or she manages the list of potential standards and works with the application development management to prioritize efforts.  
- The ET works closely with Development, Infrastructure, and Service Delivery teams to understand their needs and ensure the best standard is implemented. 
- The ET works closely with development teams to pilot and prove out the standard. 
- He or she drives the identification, development, and implementation of key new standards in areas such as Performance Testing, Security, Event Management, Web UI Framework, .NET Design Standards, Application to Application Communication, Caching, etc. 
- The ET proposes new standards based on business need, IT need, and technology advances. 
- The ET assists development teams to implement the standards into business applications.  
- He or she investigates new technology and techniques that should be developed into an agency architecture standard. 
- The ET leads key architectural design projects as necessary. 
- He or she influences development teams to design high-quality technical solutions that fit the architecture and standards.
