BACKGROUND/PROBLEM STATEMENT
- The contractor’s primary responsibilities will be to support and develop new proposed regulations for the Personal Care Homes and Assisted Living Residences licensed by the Bureau of Human Services.   
- The existing regulations are outdated, frequently duplicated, and lacking in areas identified by the pandemic.  
- The main focus will be to evaluate existing regulations and propose a new package of regulations that will encompass different types of facilities, taking into account the level of support needed by the individual receiving services and addressing care needs of the most vulnerable residents. - The contractor will be responsible to conduct research into best practices, engage internal and external stakeholders, and ensure the project progresses according to required timelines.
  
RESOURCES
- BHSL will supply all necessary hardware, software, network connection, phone and fax for daily use as need to complete assigned work items.  
- This position will be assigned to 625 Forster Street with the ability to work remotely as appropriate.

OBJECTIVES OF ENGAGEMENT
As a Program Manager leading the initiative to draft new regulations for Personal Care Homes and Assisted Living Residences, the contractor will develop an understanding of the goals of BHSL in the creation of new regulations, engage stakeholders to identify areas of improvement and concerns, develop a timeline for project completion and report progress and issues to the Bureau Director.   
The contractor will be responsible for facilitating discussion among internal and external stakeholders regarding best practices and proposed changes and offering alternatives for discussion. 

TASKS TO BE PERFORMED
- Conduct a gap analysis for existing regulations
- Research and propose regulatory alternatives
- Builds and maintains relationships with stakeholders
- Serves as the primary point of contact for all communication related to the initiative
- Facilitate discussion among internal and external stakeholders including the development of presentation materials and talking points
- Prepare draff proposed regulations in required format
- Develop and track progress of a program plan, including communication regarding challenges and risks to the initiative

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
The selected vendor shall provide one Contractor who will possess a minimum of 8 years’ of industry experience in policy and regulatory analysis, program management and superior communication skills (both verbal and written).   The Contractor must have experience facilitating stakeholder engagement and managing all aspects of a project.   Experience with seniors, residential facilities, or public policy is preferred. 

TIMEFRAMES
The agreement between the HHS-DC and the selected contractor is anticipated to begin on 07/01/2021 – 12/31/2021.

Required / Desired Skills
Experience with formal Program Management - Required 8 Years
4 year college degree or equivalent technical study  - Required
Experience in Policy and Regulatory Analysis - Required 5 Years
Advanced Experience with Microsoft Office Products - Required 8 Years
