BACKGROUND/PROBLEM STATEMENT
The contractor’s primary responsibilities will be to support multiple office projects, procurements, and initiatives planned for 2021/2022 and ongoing for which the Office of Long Term-Living’s (OLTL) Bureau of Policy and Communications serves in a lead role capacity. The contractor will be coordinating the planning, transition, and implementation activities.

OBJECTIVES OF ENGAGEMENT
- This position would be responsible for assisting with the development of policies and procedures, provide technical assistance to support various project and implementation teams, provide project management services, coordination training strategies, managing day-to-day operational aspects of multiple large-scale projects. 
- This position will provide program/project management support for several key Medicaid, Medicare, and Managed Care initiatives within Office of Long-Term Living Bureau of Policy and Communications Management. 
- The position would currently support several large projects to include, but not limited to Community HealthChoices and Fee for Service Waiver initiatives, Procurement related activities including OLTL’s Specialized Services RFA implementation, and Nursing Home Transition-Nursing Facility Money Follows the Person Training grant. 
- Several example project descriptions are included below to demonstrate the scale and impact the current projects have. 
- The Community HealthChoices Waiver initiatives include ongoing evaluation of implementing new program initiatives. 
- For example, evaluating and implementing a new model of service (Agency with Choice) for 2023. This initiative includes changes to OLTL programs in both service delivery models – Fee for Service and Community HealthChoices (CHC), for which each service model is unique. 
- This project has direct impacts to over 11,000 participants and over 14,000 direct care workers under the Participant Directed Model of service available in both the Fee for Service and Managed Care/CHC models of care. 
- Reporting to the Centers for Medicare and Medicaid Services (CMS). 
- OLTL is required to submit quarterly an annual reporting to CMS on the Community HealthChoices waiver performance measures as well as overall oversight of the managed care program. 
- The Office of Long-Term Living (OLTL) identified metrics to address each monitoring activity and developed monitoring reports to standardize the Managed Care Organizations (MCOs) reporting. 
- These monitoring reports ensure the submission of consistent and reliable data and are used to oversee CHC implementation in each zone, ongoing MCO operations and quality activities, and to compile that information into one single Monitoring Activity Report. 
- This position will assist in pulling together the necessary pieces of the report which include a narrative that identifies the Service Level Agreement (SLA) requirements of the CHC-MCO, analysis of CHC-MCO performance, and any steps taken to address remedial or enforcement actions being taken for areas of non-compliance. 
- Transition of the Office of Long-Term Living’s FFS OBRA waiver to the Office of Developmental Programs. 
- This project involves several offices across the Department and impacts approximately 600 participants with long-term care needs. 
- The Specialized Services Grant includes oversight and coordination with the entity providing NHT services to individuals who need assistance transitioning from a Nursing Facility but who are not enrolled in the managed long-term care programs. 

TASKS TO BE PERFORMED
- Provide project management services and technical assistance. 
- Develop Project Management Plan to manage multiple concurrent projects.
- Develop work planning and scheduling work. 
- Manage the day-to-day operational aspects of multiple large-scale projects. 
- Manage and track the project progress against the project schedule. 
- Monitor project milestones and phases and take action as needed to ensure the project is on schedule. 
- Plan, organize, priorities, and manage multiple work efforts across the project team. 
- Responsible for capture and reporting of required project management metrics. 
- Analyze and distribute reports on project metrics.
- Prepare status reports on a periodic basis for the project team, team leads, group leads, and stakeholders. 
- Anticipate issues and proactively address them. Identify and track issues. 
- Build and maintain relationships with key stakeholders and customer representatives. 
- Serves as the primary point of contact for all project-related issues and resolution of issues. 
- Communicate effectively with customers supporting the commonwealth as appropriate. 
- Communicate to team members how their work assignments relate to and help achieve project objectives. 
- Accountable for the final project management evaluation review. 

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
The selected vendor shall provide one Contractor who will possess 2 to 4 years of relevant experience (experience with Medicaid, Medicare, and Managed Care is preferred) with a 4-year college degree or equivalent technical study related to project management. Additionally, the Contractor should possess knowledge of the principles and practices of project management methodology and possess advanced skills for Microsoft Office Products. 

TIMEFRAMES
The agreement between OLTL and the selected contractor is anticipated to begin on 06/01/2021 – 12/31/2023.
