Position Purpose:
- This position provides IT support and administrative service to the HHSDC Business Relationship Managers (BRMs) to support the information technology (IT) COVID and ELC-funded projects within the HHSDC Business Relationship Management Office.
- Supported IT services include procurement of IT resources and services, annual and ad-hoc planning for operational and project needs, management of DOH IT assets, project management support, and quality assurance/quality management.
- This position will also document and standardize IT support processes in accordance with commonwealth and agency standards.
- Completion of work requires consulting with and coordinating across a networked environment that includes IT, business, fiscal, legal, and procurement.
- Work is reviewed for conformity to operating procedures and quality and effectiveness of IT services provided to DOH.
INCURRING COSTS
- The IT HHS DC is not responsible for any costs or expenses incurred by the contractor for the carrying out of assigned duties.
RESOURCES
- The contractor will be permitted to work from home, but office space for the contractor will be provided by the PA Department of Health or HHSDC if needed. In addition, the PADOH will supply all necessary hardware and software, for daily use as needed to complete assigned work items.
- Occasional reporting in-person to the office located in Harrisburg, PA may be necessary. There is no charge for parking.

DESCRIPTION OF DUTIES:
- Primary responsibility to support the Business Relationship Manager overseeing the IT portfolio for Department of Health, Health Preparedness and Community Protection Deputate which includes the monitoring of funds related to the COVID portfolio of IT projects and associated federal grants.
- Show a willingness to learn specifics program goals and objectives of the DOH bureaus (ie, Epidemiology, Labs, Emergency Preparedness, Community Health Centers). Will coordinate with multiple bureaus to gather and analyze facts, organize material, evaluate data and develop recommendations related to IT needs.
- Work collaboratively with several divisions within the IT Health & Human Service Delivery Center as well as agencies outside of Health and Human Services including many offices under the jurisdiction of the Governor’s Office. Solutions Management Division, Enterprise - Technology Services Office, and others within the IT Health & Human Service Delivery Center to understand DOH IT systems/services needs and to recommend appropriate cost sharing across benefiting DOH Programs.
- Serve as the Liaison between the Division of Business Relationship Management and DOH program offices.
- Reviews IT services for compliance with federal and state requirements.
- Routinely review, analyze and propose changes to current IT policies and procedures to foster continuous process improvement.
- Take a lead in identifying and monitoring the path forward to obtain new IT services in a timely manner.
- Proactively monitor and assist in IT service request from procurement to renewals to sunsetting IT application to ensure required and timely funding and other approvals are obtained.
- Persistently work to improve process to optimize staff time and efficiency in support of IT objectives and initiatives.
- Resolve conflicts with sensitivity and tact. Anticipate issues and proactively address them.
- Prepares queries and reports using various reporting software packages.
- Tracks annual usage of IT services by program areas. Continually monitor actual usage to planned usage for future IT request planning.
- Participate in the development of the IT strategic plan through coordination with agency managers to align IT systems and services with the agencies mission.
- Prepare correspondence for signature by the Business Relationship Manager, the Director of Business Relationship Management and/or others within the Division.
- Serve as a subject matter expert/spokesperson on various initiatives, committees, and/or workgroups.
- Serve as a delegate (as needed) for others within the Division in overseeing activities and coordinating action/responses to urgent matters.
- Use ServiceNow to enter and monitor requests for purchases of IT services and equipment.
- Utilize SAP for funds management balance reporting, expenditure reporting, and funds commitment activities. Willingness to learn financial reporting procedures.
- General administrative activities.
- Performs other duties as needed.
DECISION MAKING:
- Work involves data collection, research, analysis and preparing a formal recommendation and/or response.
- Research and resolve routine financial/budgetary issues.
- Decisions of significant financial, budgetary, or procedural impact will be referred to the Business Relationship Manager, IT Financial Manager or Director of Business Relationship Management, as appropriate, with recommendation(s).
TRAVEL – Is not required for this position. Occasional reporting in-person to the office located in Harrisburg, PA may be necessary. There is no charge for parking.
