Complete Description:
- This person will provide Contract and Program Management assistance for the OCIO Broadband Grants Management program. 
- The OCIO manages and administers the State's Broadband Grant Management program. 
- At least annually, OCIO awards grants to telecommunication service providers to install high-speed internet in underserved regions of the state.  
- This role helps in all aspects of the Broadband Grants contracting and program management processing, including writing grant notice of funding opportunities and proposals, running the grant process, writing and negotiating grant award agreements.  
- This position performs tasks with increasing complexity and tasks requiring detailed analysis and research, so excellent communication skills and proven ability to work and manage multiple concurrent projects is needed for success.  
- This position relies on experience and judgment to plan and accomplish goals and reports directly to the OCIO Business Services Division Administrator.

Duties: 
- Negotiates Broadband Grants Award Agreements with Grantees. 
- Helps OCIO determine acceptable broadband program directions. 
- Writes and leads NOFA, RFI, RFP, and other grant exercises on behalf of the OCIO 
- Develop processes to onboard OCIO grant awards onto the OCIO website and IowaGrants.gov.
- Writes and edits contracts on behalf of the Office of the CIO (OCIO) for IT goods and services and broadband grants.
- Negotiates contract terms and conditions with vendors and grantees
- Works with OCIO leadership and Department of Administrative Services Procurement and Contract Enterprise to determine proper sourcing strategies 
- Tracks current contracts and coordinates contract extension, waiver, and close-out.
- Champions contract policy and procedure revision and improvement
- Ensure contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support the implementation

Required / Desired Skills
