Complete Description:
- DRPT is seeking a Grants Management Contractor and Implementation Specialist to provide guidance and hands-on support in the design and implementation of grant management systems and business processes, industry best practices and software solutions.
- Provide strong expertise and guidance in order to support DRPT in implementing a pilot Grant Management platform with the aim of migrating all grant activity into the new platform early next calendar year
- Serve as a subject matter expert in grant management practices and federal uniform guidance standards.
- Work with dedicated SMEs to assess current work processes as it relates to the entire grant life cycle and illustrate how to best integrate those processes into the software platform
- Develop and implement processes within grants management software.
- Assess and advise the agency on common/best practices and identify operation efficiencies as it relates to grant applications, review and contract agreements.
- Assess and advise the agency on common/best practices as it relates to paying grantee invoices (claims), grant accounting and reporting and how to best capture these practices using software platforms
- Assess and advise the agency on monitoring grant expenditures (including identifying inactivity), and the grant close-out/de-programming process.
- Work closely with DRPT staff and system vendors to improve workflows and processes.
- Develop materials to support system changes, policy and procedures changes, training, etc. (including developing process workflow diagrams and field dictionaries)
- Document all decision points and obtain approvals
- Update and/or provide oversight with developing policies and procedures on revised workflows.
- Provide weekly status updates and communicate issues and/or risks identified.
