ISSUING OFFICE
This request is issued from the Health and Human Services Delivery Center, in support of the PA Department of Health, Bureau of Health Statistics and Registries (BHSR), Division of Statistical Registries (DSR), Statewide Immunization Information System (PA-SIIS) Section. 

BACKGROUND/PROBLEM STATEMENT
The Bureau of Health Statistics and Registries, Division of Statistical Registries, Statewide Immunization Information System (PA-SIIS) Section has requested to fill two (2) vacant contracted Business Analyst 2 (BA2) positions in the PA-SIIS registry within the Bureau of Health Statistics and Registries.  These positions will be critical in Pennsylvania’s preparation for the distribution of the COVID-19 vaccine.  Responsibilities for these positions will include the onboarding of facilities not currently enrolled in PA-SIIS as well as training these new facilities in all Web Application functionality.  They will also assist in training those facilities that are enrolled but may need training in certain aspects of the web application such as searching for patients, documenting vaccine administration, accepting shipments and inventory reconciliation  The COVID-19 vaccine is expected to become available in limited quantities for those identified to participate in Phase 1a by late November 2020, so it is imperative that these contractors start as soon as possible.

OVERSITE / CONTRACTOR MONITORING
The PA Department of Health, Bureau of Health Statistics and Registries (BHSR), Division of Statistical Registries (DSR), Statewide Immunization Information System (PA-SIIS) Section will oversee the work assignment. 

RESOURCES
DOH shall provide workspace within its office at 555 Walnut Street, 6th FL | Harrisburg, PA 17101 and will WFH via a VPN connection as advised by the Secretary of Health during the COVID-19 pandemic.  In addition, DOH will supply all necessary hardware, software, network connection, phone, VPN, and fax for daily use as needed to complete assigned work items.

OBJECTIVES OF ENGAGEMENT
The Business Analyst will support DSR/DOI staff in the roll out of the COVID-19 vaccine throughout Pennsylvania.  These activities include the enrollment of facilities in PA-SIIS, as well as training these new and existing facilities on the use of the web application so that they can search for patients, document vaccine administration, accept shipments and reconcile inventory.  

TASKS TO BE PERFORMED
Specific tasks for the contractor are:
Onboard New Facilities – Contracted BAs will reach out to facilities that are identified to administer COVID-19 vaccine and are not yet enrolled with PA-SIIS and provide them with user agreements and provider enrollment forms.  Upon receipt of the completed forms, the BAs would create the facility in PA-SIIS and provide training to staff on how to search for patients, document vaccine administration, accept shipments and inventory reconciliation

Training of Previously Enrolled Facilities – While facilities may be enrolled in PA, they may not be trained to use the web application to accept shipments or inventory reconciliation.  These would be facilities that send vaccine data via HL7 messages or are VFC only facilities.  These facilities will not need enrolled in PA-SIIS, but their staff will need trained in order to be part of the COVID vaccine response.  The BAs will provide the training needed by these facilities.

Creation of Training Materials – BAs will assist in the creation of Quick Reference Sheets (QRS) and corresponding videos to provide to end users that require training to report COVID-19 Vaccine.  These QRS and videos will need created in both the current version of PA-SIIS software as well as the soon to be released .net version.

Education - 4-year college degree or equivalent technical study
Experience Conducting training both one on one and in a large group to various levels of end users
Detailed oriented
Strong organizational skills
Experience drafting letters, correspondence
Strong verbal/written communication skills
Experience providing users support via phone calls.
Experience developing reports, matrices and dashboards to demonstrate project progress
Ability to analyze data, articulate the findings and develop appropriate action plans
